The economist and sinologist Prof. Andreas Oberheitmann, (Guanlixue boshi, Tsinghua University, Ph.D in Management), born 1964, is co-founder of the Research Center for International Environmental Policy (RCIEP) and Visiting Professor at the School of Environment, Tsinghua University in Beijing and at Jiangnan University, Wuxi (Jiangsu Province).
Prof. Oberheitmann has excellent contacts with other universities (Beijing University, Renmin University, etc.), research institutions (ERI PRCEE etc.) and various ministries of the country (NDRC, MOST, SEPA, etc.) as well as representatives of the German business community in China. Since 2012 Prof. Oberheitmann is co-editor of the American Journal of Climate Change and Expert Reviewer for the Working Group III of the Fifth Assessment Report of the Intergovernmental Panel on Climate Change (IPCC).
Since 1993, Andreas Oberheitmann is researcher at the Rhine-Westphalia Institute for Economic Research (RWI). For his work in China, he is on leave since 2007.
In 2010, Prof. Oberheitmann founded China Environment Research (CER). With scientific staff in Beijing CER undertakes research and consulting projects in the field of energy and environmental policy in China, e.g. for the World Bank, the EU, the Mercator Foundation, Ludwig Bölkow System Technology and the China Energy Research Society (CERS), the National Development and Reform Commission in China.
